Private businesses can now hire more than one hundred employees, and Individuals can now own multiple businesses. The reforms will allow private and foreign investment in real estate development and the fuel industry. For the first time since the revolution, private banks, as well as the institutional use of foreign currency, will authorized. The reforms, which are similar to those made in the past by the Chinese and Vietnamesew governments, are widely seen as a survival strategy in the face of the US embargo and blockade.
