The two discuss what Dougherty means by \u2018soft power,\u2019 and some of the factors that drive President Putin\u2019s persona and politics. Franklin also asks Dougherty about Putin\u2019s involvement in the United States\u2019 presidential election and what the next U.S. president should keep in mind when negotiating with Russia.
